STATEMENT

Regarding:
Threats by a representative of supreme state authority, addressed to Prof. Peter Pentchev - Deputy Chairman of the National Movement “Ecoglasnost” and member of the Public Council of the Association of Free Speech "Anna Politkovskaya”

Your Excellencies,

I turn to you in order to direct your attention towards a critical problem that needs to be solved.
Here is a summary of what happened:
On 29.03.2011, from 17:00 to 20:00, a public debate was held in the “House of the Energy Sector Worker” in Kozloduy on the report on The Assessment of the Environmental Impact of the Investment Proposal to Build a National Repository for Disposal of Low and Intermediate Level Waste with the State Enterprise "Radioactive Waste” as contractor.
After the end of the discussions, as Mr. Petar Penchev was leaving the room, he was approached by a well-dressed gentleman with a slightly graying hair and good physique, who told Penchev: "- I will use the National Security Services to send you to prison through because of what you said in the meeting”. Penchev replied: "You cannot scare me; my father spent 6 years in the Belene camp as a nikolapetkovist (follower of the Communist regime opposition), sent there precisely by the Communist State Security."
Mr. Penchev asked the person who threatened him to identify himself, to which he replied that his name is Tsvetkov and works for State Agency for National Security, DANS.
Having learned that this was a civil servant, Penchev handed him the written statement, which had become the basis for this threat, and gave him his cell phone number, also listed in the official written document, he had filed with the State Enterprise Radioactive Waste DP RAO and the Ministry of Environment and Waters, MOSB.
The gentleman from DANS asked Penchev if this was the first time he was revealing data for comparison with other Nuclear Power Plants, NPPs worldwide for the discharge of radioactive particles in the atmosphere, to which Penchev replied that this report is from 2005 and he had posted it on multiple sites, including presenting it in 2006, before the European Commission, and in 2007, at a conference at the Bulgarian Academy of Sciences, BAN, but never received any comments from anyone.
Only the Nuclear Regulatory Agency has made a few rebuttals on the TV channel bTV and in other media, saying that radiation has not been emitted. But Penchev released data for radioactive particles, which after the accident in Japan, as specified by Marina Nizamska - Head of Emergency Planning and Preparedness in the Nuclear Regulatory Agency, cannot be measured with the common instruments for registering radiation levels.
The comparison is taken from national reports of countries with NPPs, presented every three years by the International Atomic Energy Agency (IAEA) in Vienna. The conclusion is that in 2003, one reactor at NPP Kozloduy in 2003 emitted into the atmosphere 4730 times more radiation per unit of energy produced than a single reactor in Germany. These are radioactive aerosols and Iodine-131 - the same as in Japan, which were detected at the peak Musala in Bulgaria on 03/23/2011.
"Is Europe going to hear, in the upcoming stress-tests, announced by the Commissioner for Energy Oettinger, about this manipulation and hiding of the truth in the only Bulgarian nuclear plant?" - Penchev had already asked the panel at the “House of the Energy Sector Worker” in Kozloduy. He had previously submitted in person this same with the Ministry of Economy and Energy and had asked it Deputy Minister of Economy and Energy Marii Kossev on 19.3.2011. Penchev hopes it will be presented to Commissioner Günther Oettinger.
Once he told this information, Mr. Penchev asked the man, who threatened him initially, what course of action he was going to take, to which the latter replied that he was going to leave for Brussels the next day but would call Penchev to arrange a meeting upon his return.

Please take the necessary actions for a thorough investigation of the facts connected with this case, and for the implementation of the principles and norms of European Common Law and the Bulgarian legislation.
